The backup folder (located on /wp-content/uploads/ShortpixelBackups) should not affect your bandwidth.
We recommend our clients keeping the originals in case they will need to re-optimize or restore some of the images. If you are concerned about the disk usage, you can also make a local copy of the backup folder and then delete it from your server.
